Local CPE Flasher

Scan is MAC-first, not IP-first. The workflow pins static ARP before every probe and final verify so multiple stock devices can share the same default LAN IP. Real success means we can SSH into the finished CPE on its final LAN address and read back model + firmware before sending the batch into newapp inventory.

Collect the batch, upload config + hooks, run plain save, then pause before firmware for manual inspection.

Dry run still generates the exact login/password pair and validates profile files, but it does not upload firmware and does not touch newapp.
